He currently serves as a Board Certified Psychiatrist at NeuroHealth Treatment Centers in Fort Lauderdale, FL.
Dr. Kessler has a deep commitment to improving mental health care accessibility and effectiveness. With extensive experience in both inpatient and outpatient settings, he has led multidisciplinary teams in programs ranging from Assertive Community Treatment (ACT) to opioid addiction treatment (OBOT), demonstrating his leadership and expertise in managing complex cases. His practice is rooted in evidence-based approaches, combining both innovative technologies like TMS and Spravato and traditional psychiatric interventions to provide comprehensive care to individuals struggling with mental health issues.
As a Telehealth provider, Dr. Kessler has also extended his reach, providing psychiatric care across 16 states and Washington, D.C., through Amwell Medical Group. Dr. Regina M. Carney, MD
Medical Director
Dr. Regina M. Carney, MD is a dual board-certified forensic psychiatrist practicing independently in Miami-Dade and Broward Counties, Florida. With expertise in both clinical and forensic psychiatry, she treats patients in private practice and also provides expert witness and forensic consultation services.
Her impressive career includes nearly a decade of leadership and teaching roles at the Miami Veterans Affairs Medical Center and the University of Miami, where she trained medical students, residents, and fellows. She also served as a medical director and director of training at Jackson Behavioral Health Hospital.
Dr. Carney holds a B.S. in Biology from Duke University, with concentrations in biochemistry, Spanish, and marine biology. She earned her MD with research honors from Stony Brook University and completed her psychiatry residency at Vanderbilt University, followed by a forensic psychiatry fellowship at the University of Miami.
She has also contributed to cutting-edge research in neurodegenerative diseases and Alzheimer’s at the Hussman Institute for Human Genomics. In the legal field, she is widely respected for her forensic assessments and testimony in complex legal cases at all levels of the justice system.
