Steven Kessler

Dr. Steven Kessler

Psychiatrist

Dr. Steven Kessler is a board-certified psychiatrist with over 30 years of experience in mental health care. He earned his medical degree from the University of Rochester School of Medicine and completed his psychiatry residency at the University of Connecticut School of Medicine. Dr. Kessler is certified by the American Board of Psychiatry and Neurology and the National Board of Medical Examiners, and holds a Bachelor of Science in Biology-Psychology from Columbia University.

Throughout his career, Dr. Kessler has provided care in a wide range of clinical settings, including inpatient, outpatient, and telehealth environments. He specializes in treating complex psychiatric conditions such as depression, anxiety, PTSD, and substance use disorders. At NeuroHealth Treatment Centers in Fort Lauderdale, Dr. Kessler utilizes advanced therapies like Transcranial Magnetic Stimulation (TMS) and Spravato to help patients with treatment-resistant depression, and has led multidisciplinary teams in programs such as Assertive Community Treatment and opioid addiction treatment (OBOT).

Dr. Kessler is also dedicated to education and mentorship, serving as an Assistant Clinical Professor and Director of the third-year psychiatry clerkship at Tufts University School of Medicine. He has lectured at institutions including Baystate Medical Center and the University of Massachusetts School of Medicine, and has received multiple awards for academic excellence and teaching distinction.

Among his many honors, Dr. Kessler received the Director’s I-CARE Award at the Central Western Massachusetts VA Medical Center and was named Distinguished Citizen of the Year by the East Longmeadow Lion’s Club. His career reflects a commitment to clinical excellence, academic leadership, and the advancement of innovative mental health treatments.

Regina Carney

Dr. Regina Maria Carney is a highly skilled, dual board-certified psychiatrist with over a decade of experience in treating a wide range of mental health conditions, including depression, anxiety, PTSD, and other major and sub-threshold mental health disorders. As part of NeuroHealth Treatment Centers, Dr. Carney provides expert, compassionate care tailored to meet the unique needs of each patient. Her approach focuses not just on alleviating symptoms but on restoring overall well-being—mind, body, and spirit.

Dr. Carney’s impressive educational background sets her apart in the field of psychiatry. She began her academic journey at Duke University, where she earned a Bachelor of Science degree in Biology, with minors in Biochemistry and Spanish. At Duke, she developed a strong foundation in science and research, laying groundwork for her future in medicine.

She went on to earn her medical degree from Stony Brook University in New York, where she was recognized for her excellence in research and clinical skills and authored her first first-author publication in a peer-reviewed journal.

Following medical school, Dr. Carney completed a rigorous residency in General Psychiatry at the prestigious Vanderbilt University Medical Center in Nashville, Tennessee. Vanderbilt is renowned for its emphasis on both clinical care and advanced psychiatric research. During her residency, Dr. Carney gained expertise in diagnosing and treating complex mental health conditions, worked alongside leading specialists in the field, and published clinical and research findings in peer-reviewed journals. She also gained administrative experience as the Chief Resident for Outpatient Psychiatry.

Her commitment to becoming an expert in psychiatry led her to complete a Forensic Psychiatry Fellowship at the University of Miami Miller School of Medicine, where she honed her skills in forensic evaluation and the treatment of individuals with mental health concerns in correctional and legal settings.

Dr. Carney’s treatment philosophy centers on personalized care, where each patient’s unique experiences, concerns, and mental health needs guide the treatment plan. Dr. Michelle Kaplan is a highly experienced psychiatrist with over 20 years of clinical expertise in both inpatient and outpatient settings. Originally from Long Island, New York, Dr. Kaplan brings the knowledge and compassion of a seasoned mental health professional to NeuroHealth Treatment Centers in Fort Lauderdale, where she now calls home. She relocated to South Florida more than a decade ago to be closer to family and to serve a growing community in need of advanced psychiatric care.

She earned her Doctor of Medicine (M.D.) with High Honors from Ross University School of Medicine and completed her psychiatry residency at Long Island Jewish Medical Center in New York. Dr. Kaplan also holds a B.S. in Biology from Washington University in St. Louis, where she was on the Dean’s List for eight consecutive semesters and minored in psychology.

Dr. Kaplan’s approach is warm, thoughtful, and deeply individualized. She believes that true healing comes from understanding the whole person—not just the diagnosis—and integrates medication management with psychotherapeutic techniques such as Cognitive Behavioral Therapy (CBT) and psychodynamic therapy to achieve long-term wellness.

Psychiatric Mental Health Nurse Practitioner – Board Certified

Megan Miller, PMHNP-BC, is a board-certified Psychiatric Mental Health Nurse Practitioner with a strong educational background and diverse clinical experience serving patients across the lifespan, from children to older adults. She earned her Master of Science in Nursing with a specialization in Psychiatric Nurse Practitioner in 2024, graduating with high honors. Megan also holds a Bachelor of Science in Nursing, graduating with honors in 2021.

Her clinical training includes extensive work in pediatric, adult, and geriatric psychiatric settings. She has gained valuable experience conducting patient interviews, collaborating with interdisciplinary teams, and developing individualized treatment plans. Megan is proficient in diagnosing psychiatric disorders, prescribing psychotropic medications, and managing comprehensive care, including facilitating referrals for advanced treatments such as Spravato and Transcranial Magnetic Stimulation (TMS).

Megan began her nursing career in a neurological intensive care unit, where she developed critical care skills through direct bedside nursing, patient assessment, and collaboration with multidisciplinary teams. She also completed a nurse residency program, gaining experience across various specialized units, including pediatric intensive care, cardiac step-down, and medical-surgical care.

Certified by the American Nurses Credentialing Center as an Advanced Practice Registered Nurse and Psychiatric Mental Health Nurse Practitioner, Megan holds certifications in Pediatric Advanced Life Support (PALS), Advanced Cardiovascular Life Support (ACLS), and Basic Life Support (BLS). Fluent in English and Spanish, she combines clinical expertise with cultural competence to provide compassionate, comprehensive psychiatric care tailored to the unique needs of each patient.

Her background in media and communication empowers her to craft engaging outreach strategies, foster meaningful partnerships, and connect with diverse audiences on both emotional and practical levels.

At NeuroHealth, Kailee is instrumental in cultivating relationships with healthcare professionals, community organizations, and local leaders. Throughout her career, Naila has developed a strong focus on neurology and psychiatry, specializing in cutting-edge treatments such as neurofeedback, transcranial magnetic stimulation (TMS), and Spravato therapy. Her expertise allows her to provide innovative, evidence-based care to individuals struggling with treatment-resistant depression and other complex mental health disorders.

Naila’s journey into mental health began with her academic pursuits at Florida State University, where she earned a Bachelor of Science degree in Psychology along with a minor in Child Psychology. This educational background ignited her deep curiosity about brain function and the complexities of mental wellness, shaping her professional goals. She has built upon this foundation through hands-on experience working as a medical assistant and technician in various clinical environments, always emphasizing compassionate and patient-centered care.

Francesca Leone is a certified TMS and Spravato Technician and serves as the Intake Coordinator at NeuroHealth Treatment Centers. With a growing clinical background and a passion for neuroscience, Francesca plays a key role in supporting patients through innovative, evidence-based treatments for depression and mood disorders.

Currently pursuing a Bachelor of Science in Neuroscience at Nova Southeastern University, Francesca is also minoring in Pre-Health, Health Informatics, and Experiential Leadership. Her academic journey reflects a deep commitment to understanding the complexities of the brain and exploring the intersection of technology, data, and patient care. She has also contributed to research in Sports Neuroscience, examining the effects of physical activity on stress and cortisol levels—work that highlights her interest in the brain-body connection and holistic approaches to mental health.
